lasvalidate: redesign including LAS 1.5 and WKT support

Our open-source tool lasvalidate performs the important task of checking whether LAS/LAZ files contain valid data and comply with specifications. LAS 1.5, released by ASPRS in August 2025, introduced several changes to the format. Therefore, lasvalidate was redesigned and reimplemented to meet these new requirements. The revised lasvalidate64 was released with the latest version (260326).
